These are blank pistons for φ13mm off-road shocks. They come in three thicknesses ranging from 1.5mm to 2.5mm; thinner pistons provide a softer feel, while thicker ones offer a firmer, more supportive damping character. You can drill the piston holes as desired using a pin vise or similar tool, and guide marks are provided to help you accurately drill 2 to 6 evenly spaced holes.
